Why doesn't the FDA remove harmful drugs from the market?

On all these matters that we are talking about, whether we are talking about fen-phen or gadolinium or any of these pharmaceuticals that are having problems in the market, the difficulty is that the FDA has a tremendous amount of staff and goes through tremendous process to decide whether something should be allowed on the market. The difficulty is that once its on the market, the FDA does not have enough staff to monitor if there are events to see if these medications should be pulled off the market.
